Describe the feature

Use the Swift Package Registry scripting to publish new SDK releases to the registry, using the SDK's release system.

• Both AWS service clients and SDK runtimes should be published.
• Versions of both AWS service clients and SDK runtimes should be updated for release as appropriate.
• No version of either an AWS service client or a SDK runtime should be published if there is no code change in it.
• Various stages of the release system should be configurable to publish to various locations for testing & verification.
