Track individual versions for service clients

Describe the feature

There needs to be a mechanism in the project for tracking and setting the latest versions for individual service clients.

• Version info should be written to a metadata file in the project along with the code.
• There should be an automated mechanism for updating major version on a release.
• Minor version should be updated with every release.

Use Case

To track the version of each individual service client so that they may be versioned independent of one another
