feat(aws-cdk): add maven wrapper to java template #811

By adding Maven Wrapper (see https://github.com/takari/maven-wrapper) we get to allow users without the mvn command installed by default to get going more quickly. This also helps users of Cloud9 where mvn is not available as a package. The instructions are updated in the init.ts for when generating a Java project so that it's clean that ./mvnw is used. The Windows script mvnw.cmd is included.

Um. Sounds good I suppose, but I find it hard to judge the cost/benefit impact here. Is this something we're going to have to keep up-to-date? |

Benefit is that no one has to install Maven to use it. The keeping up-to-date is optional in that you can update the version in the properties file but nothing more than that. It's like how gradlew is the preferred way to use Gradle for the same reasons. |

I mean how likely is it that the script itself needs bugfixing/featureadding? |

Sorry @leepa, I can see the value here but we need to find a way to actually vend this code as a reusable module and not in a template. We can't vend so much code in a template. Templates are akin to copying & pasting code. We try to keep them to the bare minimum. This definitely doesn't look like this. Can you please revert this, and let's discuss a better way? Sorry for chiming in late in the game, I was on holiday + travel... |

BREAKING CHANGES
================
* The `cdk.App` initializer doesn't accept any arguments and the `app.run()`
method does not return a `string` anymore. All AWS CDK apps in all languages
would need to be modified to adhere to the new API of the `cdk.App` construct.
Instead of:
const app = new App(process.argv); // ERROR
// add stacks
process.stdout.write(app.run()); // ERROR
The new usage is:
const app = new App();
// add stacks
app.run();
In order to interact with applications written using this
version, the CDK Toolkit must also be update using:
$ npm i -g aws-cdk
* **aws-iam:** This change moves the `PolicyDocument`, `PolicyStatement` and
all `PolicyPrincipal` classes from the @aws-cdk/cdk module
and into the @aws-cdk/aws-iam module.
* **jsx:** The CDK is no longer shipped with built-in support for JSX.

By adding Maven Wrapper (see https://github.com/takari/maven-wrapper) we
get to allow users without the mvn command installed by default to get
going more quickly. This also helps users of Cloud9 where mvn is not
available as a package.
The instructions are updated in the init.ts for when generating a Java
project so that it's clean that ./mvnw is used. The Windows script
mvnw.cmd is included.
