feat(bedrock): deprecate Claude 2, 2.1, Instant

The following models are now legacy for all regions:

• Claude v2, Claude v2.1
• Claude Instant

Note: Since Claude 3 Sonnet is legacy only in specific regions, I did not add a deprecated label.
