feat(rds): grantConnect method enables iam auth to rds cluster

This adds a grantConnect method to the DatabaseCluster which gives an IAM entity access to connect to the cluster using the specified database user.

In order to test this we would need to create a custom lambda function to create a user in the database and then connect to the database.

I can say that I have tested this in my own application.
