Onboard the service onto CloudFormation so that we can use AppRunner in our infrastructure templates.

Creation of CloudFormation resources, this would allow also CDK support down the line.

Describe alternatives you've considered
According to the launch blog post on the AWS Blog Pulumi will support the resource and given that the APIs are available the Terraform AWS provider will follow. We should support also our own IaC tools.

This was available on the day of launch.

Totally understand but there was no mention of it anywhere including both launch blog posts nor in the Developer Guide.
I'd have expected to see a mention in either this section (What is AWS App Runner? > Accessing App Runner) or this other one (Managing your service > Deployment) since both mention the App Runner API, the AWS CLI, and the AWS Console as methods.

The current version of the CloudFormation docs also doesn't feature App Runner yet, hence the issue which I'll close now since it appears the updated Cfn documentation is being rolled out.
