Failed to load/activate package bug should be filed on package not Atom?

I'm seeing a lot of these:

• Failed to activate the relative-numbers package atom#9416
• Failed to load the git-grep package atom#9410
• Failed to load the Tern package atom#9396
• Failed to activate the language-jsx package atom#9394
• Failed to activate the linter-eslint package atom#9364
• Failed to activate the nuclide-test-runner package atom#9350
• ...

Most likely the issue is with the code in the package, not Atom, yes? Even though the stack trace doesn't mention the package ... perhaps for this specific message we should file it on the package first?

Some are, like Icehunter/language-jsx#5. It seems more like the Notifications package is bugged (#66).
