Coordinated Packages also submit to PyOpenSci review as per APE 22

I have always viewed Coordinated Package as "affiliated but managed by Astropy Project." Therefore, I think it is natural that we hold Coordinated Package to the same standards we impose to Affiliated Package. As such, we should apply APE 22 to them and start a process of submitted them to pyOpenSci for formal review.

As of 2024-08-09, these are Coordinated Packages:

• asdf-astropy
• astropy (core package)
• astropy-healpix
• astroquery
• ccdproc
• photutils
• regions
• reproject
• specreduce
• specutils

But before we kick this off, we should clear the backlog in astropy/astropy.github.com#571 and https://github.com/pyOpenSci/software-submission/issues?q=is%3Aissue+is%3Aopen+label%3Aastropy first.
