Design Time Host should pass ShortName for framework (required for NuGet feature) #731

Right now DTH only passes the moniker (Asp.Net,Version=v5.0) and display name (ASP.NET 5.0) but not the short name (aspnet50) - the entry in project.json.

For NuGet to install the dependency into right framework we will need this fix.
