Local video won't play when file name contains # or % #438

I don't know this is a known issue, but local player seems to not load the video correctly when file name contains # or %.

I have tested this on 2.8.8, 2.8.10, and 2.9.0-preview3.

I am on Android 14, Vivo brand.
