Describe the problem

It seems like some recent releases aren't tagged with semver compatible tags. E.g: https://github.com/protocolbuffers/protobuf/releases/tag/v21.9

setup-protoc currently filters non-semver compatible releases:
https://github.com/protocolbuffers/protobuf/releases/tag/v21.9

Therefore, new versions cannot be installed.

To reproduce

- name: Install Protoc
  uses: arduino/setup-protoc@v1
  with:
    version: '21.9'

Expected behavior

v21.9 installed

'arduino/setup-protoc' version

v1

Hi @rotemtam. Thanks for taking the time to submit an issue.

I see we have another report about this at #33.

It is best to have only a single issue per subject so we can consolidate all relevant discussion to one place, so I'll go ahead and close this in favor of the other.

If you end up with additional information to share, feel free to comment in the other thread.
