[Improve][CDC] Bump the debezium version to 1.9.8.Final

Description

We have the same problem as flink mysql-cdc. Therefore, we need to upgrade the debezium version as well.

The Debezium with the version 1.9.7.Final which is used the jdk1.8. Debezium has supported jdk11 since version 2.0.
