In the arrow-rs kernel, the decimal has been aligned with other primitive data type, and support some common operation like comparison and arithmetic .

• comparison_op_dyn for decimal in arrow-rs replace the comparison op for decimal array op using the arrow-rs kernel #4290
• implement comparison for decimal128array with scalar comparison op: decimal128 array with scalar arrow-rs#3141
• comparison_op_dyn scalar for decimal replace the comparator for decimal array op scalar using arrow kernel #4453
