Votes associated with jailed validators should not be counted, as there is some evidence of misbehaviour.

Pretty sure right now we allow governance voting from jailed validators and their delegators @Fraccaman . Let me know if this should be an rc0 milestone

should we also remove their voting power from the total voting power needed to tally?

If we're going to prohibit them from voting then yes we should only tally total voting power that can actually vote (remove them). We would need to add some epoched data equivalent to total_deltas but that has jailed validators removed.

Furthermore, inactive validators should be considered the same as jailed validators in this context.
