feat(material-experimental): Rich Tooltips

Feature Description

The material design specs now have a Rich Tooltip specification as well. It would be great to have this implemented in the experimental components at least.

Use Case

Adding the capability of showing Rich Tooltips would benefit showing automated tour-guide-tooltips , and several general tooltips as well where we require some rich content instead of plain text.

The name is different, but it's effectively the same component. We've been historically hesitant to implement this because there's genuinely no great way to make this interaction pattern accessible across all the platforms we support (non-modal dialogs are notoriously problematic for a11y).
