Accept GitHub URL for a style

Problem

I want to be able to use a public GitHub URL directly as a style, without the need to get the raw URL.

Possible solution

• Change https://github.com/andreoliwa/nitpick/blob/develop/nitpick-style.toml into https://raw.githubusercontent.com/andreoliwa/nitpick/develop/nitpick-style.toml.
• Using code added in feat: Implement github fetcher #341, allow passing a commit reference on the URL. Something like github://andreoliwa/nitpick@v0.26.0/initial.toml
• If the @ commit reference is not informed, use the default branch
• Use github: URL on the default style
• Add .rst documentation for gh: and github: schemes
• Examples of similar @ syntax:
  • https://pip.pypa.io/en/stable/cli/pip_install/?highlight=git#git
  • https://github.com/pipxproject/pipx#installing-from-source-control

This was actually not solved by #341, but it can use the code created there.
