Notifications are sent even for own messages

I sometimes get notifications from my own messages on my BitlBee network. I'd be happy to submit a patch to ignore the user's own messages if you'd take it. :)

C++ of course (the version I use), and python too if desired.

Always happy to review code, though depending on the use case, it might be more useful as a generic filter akin to a negative highlight match, but applicable to all messages.
