This worked for me a while back (late 2017) and now I'm back.

Instruction:
start chrome

error FS0193: Could not load file or assembly 'file:///C:\Users\rodcharmav\Downloads\canopy-demo-master\canopy-demo-master\packages\canopy.0.9.22\lib\canopy.dll' or one of its dependencies. Operation is not supported. (Exception from HRESULT: 0x80131515)
