Words missing on Chumash side when second word of maqaf separated phrase has a k'tiv form

When the Chumash side has two words separated by a maqaf, and the second word has a different k'tiv form, on the second word gets rendered on the Chumash side, and the first word is missing, as show here (Deut 33:9):
