I ran into this issue on Ubuntu 17.10. I believe the fix would be to update or better loosen the requirements on the psycopg2 version.

@ltalirz has an open PR #1259 to update the version to 2.7.4. Would that fix your issue?

Yes, I think that will fix it.

I merged #1259 into release_v0.11.1 which we should be releasing soon. You can use that branch for now or wait until the release. If you verify that the issue is solved, please let me know so I can close the issue
