To still support xlC16 runtimes on AIX, we will need to consider an upstream jdk21u fix for this...?

I've confirmed building jdk-21 using xlC 17 resolves this: https://ci.adoptium.net/job/build-scripts/job/jobs/job/jdk21u/job/jdk21u-aix-ppc64-temurin/91/

Further analysis has determined that this is is related to the use of -qvisibility=hidden and a proposal to resolve this is in https://github.com/openjdk/jdk21u/pull/459/files
