Geodata is availabe here:

Take care of special polygons. Regions may be split into multiple polygons,
e.g. https://en.wikipedia.org/wiki/Bremerhaven and https://de.wikipedia.org/wiki/Bremen.

Also Take care of holes in polygons,
e.g. https://de.wikipedia.org/wiki/Brandenburg.
