Manage dependencies using dependabot

Description:
As a regulated entity we want to ensure that the actions we reuse are using up to date dependencies.

Justification:
Add the required dependabot configuration to manage build time dependencies (similar to an open PR on the setup-node action). This will run periodically to update the action's dependencies.
