Add status checks

[Bad-Science]

We need status checks for the postgres and kafka services. Sometimes these services can take a few extra seconds to start, resulting in connection errors in the services that depend on them.

This has been observed in the following cases:

• postgres takes too long to start and database migrations fail
• kafka takes to long to start and malg cannot write to a kafka topic, causing it to crash
