Block options missing in listview and editor screen

Description

In the site editor while editing a page block options are missing in listview and also in the editor.

Step-by-step reproduction instructions

1. Go to WordPress admin and edit the page
2. Now click on the listview sidebar and hover over any block
3. The block options like duplicate, delete block etc are missing

I think this is intentional now that the Page is displayed in template view by default.

It's not something I know about.

I think the block options being hidden is intentional when the template is shown though. The template itself needs to be edited to adjust those.

It does seem very limited, but then when I look at the blocks there's nothing that makes sense to show. For example I don't think someone editing a single page should be able to update the page title's heading level, alignment etc. It's not clear to most users that this will affect every page on the site.

The pages are rendered in template-locked mode since #62304, which introduced the behavior change for List View.
