Link pop-up overlapped by any bottom menu

Description

Since WordPress 6.6, text link edit pop-up became being overlapped by bottom menu on standard editor if it exists and opened. Before the update, link pop-up wasn't overlapped.

This bottom menu can be enabled by any custom manipulation, in my example I just used a plugin that adds it, but this specific plugin doesn't really matter because the problem in the menu itself.

Step-by-step reproduction instructions

1. Enable bottom menu in Editor, for example by installing YOAST SEO plugin or by any other method.
2. Write some text that in the bottom of editor.
3. Open bottom menu (it can be opened or closed)
4. Select some text at the bottom of the screen and try to make it a link.
5. The link options pop-up will be overlapped by the bottom menu and you can't interact with it.

Environment info

Wordpress 6.6.1 clean version with basic Twenty Twenty-Four theme.
