Site Editor: starter patterns not visible when creating a new page

Description

Using 6.6 RC3, I noticed that the starter patterns for pages in the Site Editor no longer appear despite this being a new addition in 6.6 per this PR: #60745 Starter patterns still appear when you go to Pages > Add New but not in the Site Editor.

Step-by-step reproduction instructions

1. Open Appearance > Editor with TT4 and 6.6 RC3
2. Head to Pages > Add New.
3. Name a draft of the page.
4. Noting after creating the draft, no starter patterns appear.
5. Go back to WP Admin > Pages > Add New
6. Notice a starter pattern appears.

Environment info

• Could replicate with 6.6 RC 3 and with 6.5 & the latest GB plugin (18.7.1)
• MacOS
• Used Playground to generate the site
• TT4

Hmm this seems to be an issue with playground as I spun up a different site and couldn't replicate. Closing!
