What problem does this address?

The core/image block already has the new caption UX, which reduces unnecessary block movement when selecting - allowing for the caption RichText component to display, if the block toolbar control is toggled. The core/gallery block still behaves the old way and could use that same enhancement.

What is your proposed solution?

We should bring that same UX to the core/gallery block itself (not just images within it).
