[Documentation] Update docs to show how a theme can have FSE automatically enabled #27563

With this lovely change shipped by @youknowriad, block-based themes automatically allow for the FSE experiment to be enabled: #26500

However, it's not clear in the documentation how to ensure this happens. To remedy this, we should add to the docs that to get the site editor to show up, you need block-templates/index.html. Here are two places where it would be helpful to have updated:
