Proof: Around the 5min mark in this YT review of the new OllieWP theme a seasoned WP page builder expert (WPTutz) missed the global blocks functionality and continued ranting about not having a global block styles option. He missed it completely asking users for help, and even later in the video when he entered the global styles menu he didn't notice the block styles option.
In the list view templates are colored in purple and well distinguishable from normal blocks or groups, maybe do the same for global styles and icons within the global styles tab?
Color could be used in more prominent ways across the board to make different functionality more distinguishable. Most page builders follow a similalr color concept, WP Core could do the same and make it easier for users of other page builders by adopting familiar color cues.

There's also no mention of the global block styles in the official documentation.
