Migrate "WordPress Versions" page from Codex to HelpHub

WordPress Versions page.

note:
The content is already migrated. The relevant parts that are still Codex are the release note links and changelog links. While it's preferable to migrate both, but the release note links have higher priority and the changelog links have no equivalent on HelpHub at the present. Hence, I think it's more appropriate to open a separate Issue for migrating the changelog links at a later time.

The only thing remaining is changing some of the release note links from Codex URLs to HelpHub URLs; the Codex URLs are already setup to redirect.

How will this new page help you?

All relevant Codex pages shall be migrated to HelpHub/DevHub.

Part of the content on this Codex page is dependent on new WP versions, and as long as it still exists, someone will need to update this page whenever a new WP version is released. Hence, these type of pages shall have higher priority for the migration project.
