Not all users of explcheck will have TeX Live installed. For continuous integration, it seems much better to have a tiny image with just a minimal Lunux distro and Lua. Create such an image, link it from README.md and start using it in a CI of e.g. the witiko/markdown and witiko/lt3luabridge packages.
