[Bug]: App complains that dotnet 4.0 30319 is not installed

Description

I'm trying to install Mindmanager 23 to Whiskey (2.3.2-40) and this app complains that dotnet 4.0 30319 is not installed. I've tried to install dotnet 4.0 30319 manually to the bottle - dotnet 4.0 30319 says that it's already installed. Installing dotnet 4.5 is not fixing the issue.

Steps to reproduce

1. Download Mindmanager 23
2. Try to install it
3. Mindmanager 23 says dotnet 4.0 30319 not installed
4. Try to install dotnet 4.0 30319
5. dotnet 4.0 30319 setup says it's already installed
6. Try to install dotnet 4.5+
7. Mindmanager 23 still complains dotnet 4.0 30319 not installed

Expected behaviour

Apps which require dotnet 4.0 should install.
