Describe the bug
Scala cli no longer seems to respect the COURSIER_REPOSITORIES environment variable.

To Reproduce

Expected behaviour
Set the COURSIER_ENVIRONMENT variable. I woudl expect that to overide the "standard" repository resolution?

I think this is different to 1.2.0 - I don't believe this to be expected behaviour?

Ah, i think scala-cli doesn't respect this during it's own bootstrap....

It is possible, to download a fully bootstrapped file, which does not exhibit this problem.
