Following what done with the card #467 , this card covers the following:

We need to show / open the htmlViewer with the splash image by default when we open the UI.
The htmlViewer needs to show a checkbox with the sentence beside "Don't show up the quick help on startup screen".
When the checkbox is clicked we need to store this info in a cookie and avoid to show / open the htmlViewer with the splash screen.
Rename the menu item that open this modal from "Tutorial" to "Quick help".
