Thanks for the report.
I see that the "...uranium\resources\i18n\ ru_RU \uranium.po" file is included.
From that file of Russian translations is this one:
msgctxt "@title:window"
msgid "Preferences"
msgstr "Настройки"

So the capability is supposed to be there.
Someone from the Cura team will take a look.
