1_data_s3_assimilate doesn't look for files in 1_all_raw_data/out

We switched to adding collaborator files in in, and stored the publicly available files in out, but the remake template for this step isn't set up to vary the file path depending on the file. As a temporary hack to generate the data summaries, I copied the files in out to in.

It may makes sense to address this at the same time as #22
