Is your feature request related to a problem? Please describe.
With the IRC Chat Feature implemented (#47) it may be attractive for people to migrate from IRC Standalone Scripts over to the Twitch-Channel-Points-Miner, even for channels that don't have Channel Points enabled or award people for being in the Chatbox while offline.

Describe the solution you'd like
It would be nice to have an option to add Streamers exclusively for IRC Activity, rather than adding them towards the twitch_miner.mine "list" where they end up accidentally taking the priority for Streamers that have Channel Points, or generate work/network traffic for the script when it is not detected, that they don't support Channel Points, Bets etc.
Dealing with Streamers that reward people in their Chatbox regardless of their Online State probably requires an additional setting.

Describe alternatives you've considered
An alternative to creating a second list could be an addition of settings such as irc_only and irc_forceonline to the StreamerSettings, treating those channels always with the lowest priority to prevent them disturbing with Channel Point Farming and joining IRCs while they are offline. However, StreamerSettings itself is already a really long collection of Settings and adding more settings decreases readability while increasing the chance of Syntax errors hard to reproduce for the user.
Since "Join IRC while Offline" should be a really rare use case, it may be also an option to decline this feature.

It was discussed which channels could qualify for testing the detection of Disabled Channel Points or "IRC Only" Functionality.
Channels streaming in the "Slots" Category gets declined for Twitch Affiliation/Partner Applications for streaming such content on the platform primarily, and those don't have Channel Points as feature unlocked (regardless of Online Time or Size). They are great, consistent candidates for testing such feature.
