Add the ability for both OFCIT and MCCMD to use gif files to create animated totem textures

This would also have to include our own gif -> texture formatter such as the one seen here: https://sheeptester.github.io/words-go-here/misc/animated-painting-maker.html

Breaking this down into a list as its going to prove interesting

  • Transform the image into a compatible format for Minecraft
  • Creates the .mcmeta file in the appropriate place per the integration type
  • Adds the new texture to the textureList but not the list to be displayed to the user

More Improvements / customizations to come later down the line however these key points need to be established to pull request
