Problem

This issue is related to #535 which addressed issues with updating our CSS files directly instead of using our SASS files to compile the CSS.
We need to create a wiki about how to properly contribute to styling in the repo using our SASS files.

Acceptance Criteria

  • Create wiki for styling instructions (initial instructions located in the repo's README
  • Ensure that the wiki section on styling instructions is reference in the repo's README
