Allow video settings menu to appear before playing

How will you/everyone benefit from this feature?

I like the fairly recent feature of being able to play videos in a windowed / non-fullscreen mode, but sometimes I want the video to play in fullscreen mode, or I would like to change the video settings before I play the video (like resolution, captions, etc...). Can you make it so these options are available to adjust before playing the video? Right now they only appear after playing the video. Thank you!
