E.g. here AppVeyor fails with TypeError: LoadLibrary() argument 1 must be str, not None

Issue with similar error message in conda: conda/conda#8836

Not sure if the fix they suggest there would be a fix for us as well?

This was fixed by #164 (because wpreimes merged the Appveyor changes into that branch)
