List view runs slow

• Takes time to load result, sometimes results don't load.
• Sometimes, when you select a filter, it takes a while for it to populate; sometimes, results don't populate at all.
• When you click on the "List" tab it takes long time to display data on the screen.

On demos etd deployed from 4.2.4-staging:

Pages of 1000 loaded in ~8.5 seconds

Sometimes, a page refresh was required to see a newly added/removed filter. It would appear in the sidebar while adding through the modal, but would disappear on save.
