This appears to be a refresh problem (or lack of refresh).

If I use the up/down arrows to change the ordering and then click the College name, the resulting list is refreshed and ordered as expected.

It appears that the up/down arrows need to trigger the refresh.
This is likely a regression in recent performance optimization work for the organization and workflows performance problems.
