Goal

Document custom settings and plugin load after #341.

Requirements

  1. Reconsider appropriate manner of documentation.

Background

  1. Updating CMS to support login via Core Portal & Split Settings and Secrets #341 (and related PRs for other repos) greatly improved secrets and settings for CMS.
  2. Timeline required speed, which resulted in the removal of a file with documentation.
    • And some comments whose necessity or placement should be re-evaluated.
  3. @tacc-wbomar created this ticket:
    • because documentation can be recovered form Git history
    • to free up issues in the aforementioned PR
