The variable GITHUB_OUTPUT used at the end of the build/$ function in the makefile that isn't defined. This makes it fail any local builds using the makefile.

This variable is used in the build_push.yaml file, which is why the issue doesn't cause an error in the CI/CD pipeline when they use the same command.
