Describe the Bug

Was testing out the new stick headers, try by copying the examples from the doc

<div class="citizen-overflow">
  <div class="citizen-overflow-sticky-header">I am sticky 👍</div>
  <div>I am not sticky 👎</div>
</div>

But the sticky header appears directly at the top of the page and is sticky all the time not just when we scroll pass it. Is that the intended behavior?
