Action bar buttons with menu grow in the wrong direction (such as Mage's teleport)

Before the 11.1.0 update, when the horizontal action bar is close to the top of the screen, the menu sub-buttons should grow downwards.
Now, they always grow upwards, which can cause the buttons to go off the screen.
