Support keys import as alternative to Developer Signing Credentials

Hi,
It might be useful to provide additional config to read signing keys from file as well. Cause the problem with using AddDeveloperSigningCredential is that ,each time a docker got restarted it generates a new signing key. In some scenarios, users might want to reuse the same signing credentials to avoid relogin on browsers.
