Update eslint-plugin dependencies

Description

Update eslint-plugin dependencies.
The reason for the update is for eslint-plugin-react and eslint-plugin-jsx-a11y so that jst-ast-util updates to 3.1.0 for: jsx-eslint/jsx-ast-utils#102

I updated the other dependencies while I was here.
